Relapses of Authoritarianism in the Relationship between Government and Mass Media in Central Asian States: Causes and Consequences. A View from Uzbekistan

ABSTRACT 

The published research is devoted to the analysis of the dynamics of the development of media freedom and the blogosphere on the example of the countries of the Central Asian region, primarily the Republic of Uzbekistan, as well as Kyrgyzstan and Kazakhstan, where based on data from non-governmental organizations Freedom House and Reporters Without Borders, a policy has been consistently implemented since 2013 to expand the framework of global freedoms in general, so are the freedoms of the mass media and the blogosphere. The reasons for the decrease in the classifier of freedom of speech in the three specified countries since 2023. Specific events resulted in increased censorship restrictions imposed by state authorities on the mass media and the blogosphere. The result of the manifestations of censorship is the formation of a persistently low level of media literacy of the population, a weak orientation in what is happening inside and outside the country. The recommendations of the study include the need to denationalize the mainstream media and strengthen the responsibility of officials for obstructing the development of freedom of speech, the activities of journalists and representatives of the blogosphere.
